WHAT IS SAFE SPORT?
Sport Manitoba is championing change in the sport culture of Manitoba. Safe sport refers to an environment that prioritizes the physical and psychological well-being of all participants. It involves a commitment to providing optimal experiences while actively preventing and addressing all forms of maltreatment, including abuse, harassment, neglect, and discrimination. Advancing safe sport is a shared responsibility that requires awareness, education, and clear actions for reporting. This page provides resources and guidance to help advance safe sport in Sailing.
We were the first sport organization in the country to mandate Respect in Sport training for all Manitoba coaches, we took the Responsible Coaching Movement pledge, and we committed to the True Sport principles. On this pathway, we’re continuing to build on this framework by introducing three key services for preventing, addressing, and acting on misconduct or maltreatment in sport.
The Protecting Youth in Sports Act
The Protecting Youth in Sports Act (Bill 21) is a Manitoba legislative act that ensures safe sporting environments for athletes aged 21 and under. It mandates that provincially recognized Sport Organizations adopt the Sport Manitoba Safe Sport Policy Manual. The act, effective April 1, 2026, requires mandatory coaching education, independent investigation of maltreatment, and enforces universal discipline for coaches or officials.
CREATING A SAFE AND INCLUSIVE SPORT ENVIRONMENT
Sail Manitoba believes everyone involved in any role in the sport of sailing has the right to participate in a safe and inclusive sailing environment free of abuse, harassment, or discrimination – collectively referred to as maltreatment. This right to fully enjoy the sport applies to everyone regardless of the level or type of sailing they participate in.
As such Sail Manitoba, in partnership with Sail Canada, is committed to active evolution of their Safe Sport policies and practices to respond to the changing nature of Safe Sport in Canada. Our sport is continually working to support a focus on education, prevention, and response.

HAVE CONCERNS?
Reporting is critical in creating and maintaining a safe environment for sailing participants. Independent third-party complaints management is a directive of Canada’s Safe Sport Movement, driven Sport Canada.
For most situations in sailing in Canada, Sail Canada and the provincial sailing associations have appointed an Independent Third Party who any participant can contact to discuss incidents of maltreatment or misconduct of any kind.
Individuals who are experiencing, or are aware of, any forms of maltreatment or misconduct, including a breach of the Sail Canada Code of Conduct or any policy, should contact the Independent Third Party designated to support sailing in Canada:

Situations involving an individual directly linked to Sail Canada (Staff, Board, Committee Members, Athletes, Support People, and any registered Regional, or higher, level Officials)
Individuals above have been asked to agree to be CSSP Participants and are subject to the process created by Sport Canada and Sport Integrity Canada should there be an allegation of breaches of the Universal Code of Conduct to Prevent and Address Maltreatment in Sport (UCCMS) for these individuals.
If the situation involves someone in any capacity who may fall under the umbrella of this system, the complaint should go directly to ITP Sport.

There are two Safe Sport Training Modules that are recommended to all those involved in sailing. (Completion of at least one course is required for certain roles.)

Sail Manitoba values the long term health of all sailors, and we are committed to increasing education and awareness that will provide support in gaining the knowledge and skills required to ensure the safety of all sailors.
Sail Manitoba continues to work with the National and Provincial Sport Organizations, to ensure that our sailors both in Manitoba and Ontario continue to work together to ensure a safe sport environment.
Therefore, we have adopted the following protocols:
